A routine summer afternoon turned into a tragedy in Valence-d’Agen, in Tarn-et-Garonne. A 3-year-old boy drowned in the family pool, during a heatwave, as the day was drawing to a close. Emergency responders, arriving in large numbers, were unable to revive him. This commune in Occitanie joins the list of places bereaved by child drownings.
The tragedy occurred on Tuesday, August 12, 2025, in the late afternoon, in the garden of a house where the family was gathered. In a few minutes of lacking adult supervision, the child disappeared before being found unconscious in the pool. This new case rekindles the question of safety around private pools, especially when very young children live at the home. A simple detail of the yard changed everything.

According to the initial elements of the investigation reported by local press, the little boy took advantage of a moment of inattention to leave the house and run toward the above-ground pool installed in the family garden. He would have climbed alone the access ladder before falling into the water. His father found him submerged and immediately alerted the emergency services around 6:50 p.m.
The firefighters and the SAMU were dispatched to the scene with substantial means. Despite several attempts at resuscitation, the on-scene physician confirmed the child’s death, a cardio-respiratory arrest caused by drowning. The body was taken to a forensic institute and the Montauban prosecutor’s office opened an inquiry to determine the exact circumstances of the accident, as is customary after a death by drowning.

Once at the top, even a slight loss of balance is enough to topple into the water.
The Directorate General for Competition, Consumer Affairs and Fraud Prevention reminds that, for these pools, there is no specific regulation like for inground pools, but there is a general safety obligation. In practice, authorities recommend sealing off access to the pool as soon as swimming ends: remove or raise the ladder, store it out of children’s reach, install a barrier or a gate that locks when possible, and maintain constant visual supervision whenever a child is in the yard.

The tragedy occurs amid a context of rising drownings in France. According to Santé publique France, 1,244 drownings were recorded between June 1 and September 30, 2024, including 350 deaths, or about 28%. During the period from July 16 to August 15, 2024, health authorities counted 576 drownings, an increase of 41% compared with 2023. These accidents occur at sea, in natural bodies of water, but also in private family pools.
The 2003 law requires, for buried pools not covered for private use, the installation of at least one standardized safety device (protective barrier, alarm, cover or enclosure), under penalty of a fine of up to 45 000 €. Even though above-ground pools are not covered by this specific obligation, the same precautions remain expected in practice: never leave a young child alone near water, remove floating toys that attract them, systematically check for the child’s presence as a priority if they disappear, keep a phone within reach to call for help, and, as much as possible, learn lifesaving techniques. Every household with a pool can adjust these habits now.
